In May 2023, the Upper East Region of Ghana was hit by a severe public health crisis due to an anthrax outbreak, initially identified after the death of a 65-year-old man who had consumed a contaminated cattle carcass. This initial case was rapidly followed by other suspected human infections, all linked back to the same contaminated source. By mid-June, the Binduri District alone reported 13 suspected cases, including one confirmed death from anthrax. The outbreak not only posed a significant threat to human health but also to the economic stability of the community, heavily dependent on livestock. It resulted in the deaths of 100 livestock across multiple species—41 cattle, 51 sheep, 6 goats, and 2 pigs. As a major livestock-producing region and a crucial trade route with neighboring countries like Togo and Burkina Faso, the Upper East Region faced compounded challenges. These included inadequate data on the spread of the disease, remote community locations, and limited government logistical capabilities, which hindered swift and effective disease management. The urgent need for a quick and effective vaccine distribution system was highlighted, particularly in remote areas where traditional logistics are limited.

Intervention

Intervention: In response to the severe anthrax outbreak in Ghana, the Government of Ghana formed a strategic alliance with Cowtribe, a leading technology company, and Zipline, an innovative drone delivery service. This collaboration was pivotal in enhancing the efficiency and reach of the vaccination campaign, critical for controlling the spread of the disease and safeguarding the health of the community. Central to this initiative was Cowtribe’s LastmileDaaS platform, which incorporated advanced technological solutions to optimize the vaccination process.

The LastmileDaaS platform provided real-time tracking capabilities, allowing health officials to monitor the precise location of vaccine deliveries as they occurred. This feature ensured comprehensive coverage, with the system alerting coordinators to any regions inadvertently missed or requiring additional supplies, thereby maximizing the campaign’s reach. Furthermore, the platform managed vaccine inventories with high precision, preventing both shortages, which could delay the vaccination process, and excesses, which could lead to wastage. The platform also utilized sophisticated data analytics to assess vaccination needs dynamically. By analyzing various data points, it enabled health officials to make informed decisions about vaccine distribution, prioritizing areas with urgent needs or higher risks of transmission.

Finally, the partnership with Zipline revolutionized vaccine delivery logistics. Zipline's drones significantly expedited the transportation of vaccines to remote and difficult-to-access areas, effectively overcoming geographical obstacles such as poor road infrastructure and vast distances. This rapid delivery system was not only faster but also reduced the risk of vaccine spoilage by maintaining an efficient cold chain during transit.

Value Added

The LastmileDaaS platform was key in effectively controlling the outbreak. In just one week, it helped deliver over 300,000 vaccine doses, vaccinating about 118,000 livestock, a job that would normally take up to three months. This quick action not only helped stop the disease from spreading but also allowed farmers to get back to work sooner, reducing the economic and social impact on their communities. This successful use of technology in a health crisis shows how important it is to have efficient systems ready to go, helping communities bounce back quicker and handle emergencies more effectively.
